Problems with Squid Server

1- After File system check,the squid server is no longer working probarly,I can access the Internet and my clients also, but the problem that when I enter the command : Startx it says waiting for server x to shutdown , so there is no GUI interface.
2-when I try to log in to the web access interface so I can not add or delete accounts or to modify access rule?.
3-How can I add accounts using the command prompet?
