control panel for redhat enterprise linux

Dear Sir/Madam:

I have redhat enterprise linux verison 5 working as ftp server , mailserver my MD wants to login to this server from the remote (internet) through web and login with a single user id and password ( but not the root user) and see everybody mails and should be able to create ftp accounts , is there any soultionfor this , by my concern is he should not be able access the configurations files under /etc .
actaully by installing webmin and providing him the root login and password is one possible method but i do not want him to access my configuration files i want him to limt with seeing everybody mails and ftp accounts , please help me on this
Is the only solution of control panel software , if yes , is there any open source control panel for the linux
or is there any other method than the control panel, please help.
