SQUID : Unable to download through non-anonymous ftp sites

We had around 300 client mostly windows XP, earlier we had ISA proxy server earlier, the same was working fine, recently we migrated from ISA to SQUID Proxy. Everything is working fine except the ftp downloads from non-anonymous FTP site. attached is the squid.conf file that we are using.

Extremely urgent as we need to free the ISA Server which we had kept as standby for only this operations.
