How often do I need to call WSAStartup and WSACleanup

I have read that WSAStartup must be called by a process before attempting establish a connection and that WSACleanup needs to be called at the end of the process. I am not sure about what constitutes a "process" in the context of the software I am writing, so I am not sure how often I need to call these functions.

Is it:

a) Once at the start/end of the application?
b) Once per window that uses code that creates a socket?

In case (a), do I need to do anything special if I have two instances of the application running at the same time?

In case (b), do I need to do anything special if I have a number of windows open at the same time, each connecting to a socket? The servers connected to may or may not be the same in each window, and the windows may or may not be instances of the same window class (TForms if you know Builder 5 nomenclature) .

2. By running the application twice i.e. as two separate but concurrent instances.
