Seeking opensource Virtual Machine for package/redistributing BOINC distributed computing optimizations.

I am seeking an open source GNU/GPL licensed virtual machine similar to VMware that I can package an optimized BOINC API. I am affiliated with a current BOINC project and I've been coding for it. Most BOINC users are windows users, and I"m looking for a free VM that I can port to windows that will enable better I/O utilization.
Specs of the VM should be:
1) GPL
2) compatible with x86
3) supports 32bit and 64bit
4) supports bus bound malloc (memory locking) for Nvida CUDA

Please write back with any thoughts/ideas.
