Users cannot change password from Workstation

Hello,
I have several users that are unable to change their passwords due to non conformity to windows password complexity. I even tried to put in passwords that do meet the requirements and it does not work. I have to RDP and have them change their password on the console.
The pc's are getting the default domain policy
Enforce password history 10 password
Max password age 45 days
Min pass word age 10 days
Min pass lenght 8
password meet complexity yes

I have seen some articles mentioning that the min password age be set to 0, but then if you do that
you dont get the enforce password history. Another post mentioned that the min password age means that they would have to wait 10 days to change their password. So I am stuck on this one
