User managment utility for a subscription beased website

I require to implement a user solution for a subscription based website. I am looking into CCCBill software that apparently does it seamlessly with the website. Basically all the pages are hosted on their end and they use CGI script to handle it, but i guess i am required on my end to implement a user subscription utility that would when a user signed up generate a password and add a user to a database

Thinking about using My SQL or something like that
