How to ensure .net CF 3.5 is deployed with CAB to WM6 Professional device

I'm trying to deploy a WM6 application to a new device.  The device doesn't have .Net CF 3.5 installed on it, which I could do by hand, but I'm fighting with VS 2008 to ensure that it deploys the .Net CF 3.5 as part of the CAB (or setup).  Can someone help me?

My ignorance on this matter may also be exacerbated by the fact that I can't find any decent, uncontradictory advice on creating a setup.msi to run from the desktop environment which would install my application on a connected device.  All existing information seems to have been written for VS2005 and I'm using VS2008.
