Solution for "java.net.BindException: Address already in use: JVM_Bind:8080 " error without reboot

hi,

I am using eclipse for IDE and having " "java.net.BindException: Address already in use: JVM_Bind:8080 " error occasionally. (When eclipse freezes, I have to close eclipse and I get this error when I start tomcat again.) In this case, I have to always reboot my windows and I am wondering is there any way to resolve this issue without reboot. (I have apache + tomcat)
Is there any way to do this in apache tomcat properties pop up?

I once tried netstat -o command, but don't see 8080 port.
