GDI vs GDI+ - Loading JPEGs and GIFs

I am writing a Windows program (developed using Microsoft Visual Studio 2008 and written in C) in which I want to load a JPEG or GIF image file and display it in the client window.  After some research, I found the following code using GDI+ to accomplish this task:

display_image (HDC hdc, Image *image, int targetX, int targetY, int targetWidth, int targetHeight)
{
      Graphics graphics(hdc);
      
      // Draw the scaled image.
      graphics.DrawImage(image, targetX, targetY, targetWidth, targetHeight);

      return;

} // display_image

However, it was brought to my attention that GDI+ may be slower than GDI because of various overhead associated with GDI+.  Does anyone know if this is true, especially if I want a high frame rate?  If so, can I accomplish the same task using GDI and can you provide me some sample code?  Or should I be considering something else?

Finally,  can one mix GDI and GDI+ code?  The reason why I am asking this question is that for tasks such as drawing lines and curves and rendering fonts my program uses GDI objects and functions.  The GDI+ code was something I stumbled on and considered using for displaying graphics.
