How to pass registry DWORD in a GPO ADM File?  What's wrong with this ADM code?

This GPO ADM is supposed to set a service to Auto / Manual / Disabled.  The GPO interface works fine and it does modify the reg key.  the only problem is that the reg value is supposed to be dword.  When I deploy this to the desktop, it changes the registry type from a dword value to a string.  Obviously I need to maintain it as a dword.  Does anyone know what's wrong with this ADM?
