Authorize DHCP: Access is Denied

Hi Experts,

i am trying to simulate a company that exists in two different locations. there exists 2 windows srv 2003 and each has dhcp server installed. the second server is a child domain. and there in lies the problem. i cannot authorize my (child dom's) dhcp server. and as i have read in the posts, one has to have the enterprise admin grp in the users and comp page. but i do not have it... i might have screwed up somewhere in the config....i deleted the scope and reconfigured it a million times to no avail. pls help...my last resort would have to be deleting the AD...but if there is another way, ANY WAY...i would appreciate it.

IP: 172.1.A.B
subnet: 255.255.255.0
gateway: 172.1.A.1

SRV 2:
IP: 172.2.C.D
Subnet: 255.255.255.0
gateway: 172.2.C.1
