setting up network to switch to dial-up only when wifi not available?

I have a tablet PC running Windows XP SP2. It has WiFi capabilities and a built-in GSM modem. I plan to setup a Dial-Up (DUN) session to connect to the modem.
I would like to keep both connections alive with WiFi being default. The GSM connection should only be used if the WiFi connection is no longer available.
Can this be accomplished through Networking settings alone, and if so how? Thanks.
