how does symantec mail security work with exchange 2003 server

We use symantec mail security and we are experiencing issues with numerous amount of email getting quarantined or not receved at all. I am the backup mail person at my job and needto better understand the process. Is mail filtered before it hits the email exhange server or does it get received then filtered out based on settings and policie within symantec. BTW: symantec's mail security is a horrible product, would you suggest something else. We are a fairly small shop 250-300 mailboxes.
