I have a user with SQL Server 2005 Express installed on Windows 2008 64bit and is accessing it via Terminal Services (RDP)

Accessing it when logged in as an Admin (or starting the app with Run As Admin), everything works fine.

When logged in as a non-admin, trying to access SQL they get "No connection could be made because the target machine actively refused it". Even stranger, the non-admin can't even telnet to the SQL port (the admin has no issues)

We've turned off UAC and the firewall and IPv6.

I can only think the Local Service account might not have enough access on it's own, but I haven't played with Win2008, so don't want to do something to compromise their security.

I have seen quite a few articles on this via Google, but none with a solution.

Any ideas?
