Does an SCCM Management Console Exist?

Okay silly question. We just deployyed SCCM and I am looking for a way to let some of our help desk people manage certain features of SCCM. These features would include adding packages, and deleting machine accounts. We would also need the reporting part to see machine hardware, software versions, remote control of machines, and remote power on/off. However, I do not want them to login to the actual server through RD or at the console. Is there some kind of MMC I can give them to install on their PC's to control access to just SCCM? How would the permissions be setup to allow a group of people to access that and not others?
