The Terminal Server has exceeded the maximum number of allowed connections

I have read alot on this subject, but I kind of want an absolute answer from you guys! I am kind of learning as I go here... I realize Server 2003 is older now, but I haven't used it a ton.

My scenario:
A single Small Business Server 2003
30 CALs
10 Terminal Server Per Device CAL tokens
The server is the domain controller
The Terminal Server Licensing has been activated and is running

I can log two users in to Terminal Services at a time, but any more than that I get the, "The Terminal Server has exceeded the maximum number of allowed connections" message. If I log a user out, then another can log in, maximum of two.
In Terminal Services Configuration, Server Settings, Licensing, I am set to Remote Desktop for Administration. It also notes, "This policy provides two concurrent connections". I cannot change anything on this screen.
If I got to Add/Remove Windows components, Terminal Server Licensing is listed with a check in the box, but nothing else Terminal Services related is listed.

I ran across this on a different web site. It stated that no way shape or form can I have more than 2 concurrent connections to this server because it is running Terminal Services in addition to being the Domain Controller. This is by design from Microsoft because they consider it to be a security risk. I need to add a seperate Terminal Services server in order to have more than 2 users on through Terminal Services at a time?

Is this the case?

P.S. I understand the security risks by not having an extra Terminal Services server.  No need to comment on that :)
