Microsoft, Windows, Windows XP Pro SYSPREP, Fully auto Sysprep not working correctly and keeps bringing up mini setup with all fields

I am trying to use Sysprep with a Windows XP Pro image, but I want to fully automate everything, so it automatically boots into the OS on a spcified user I created.  But I am having an issue that I run Sysprep and put in all the information need to fully automate like windows xp pro key, names, workgroup, etc, and seal it to generate new SIDs, but when I turn the syspreped image on, it does not automate anything and the mini setup comes up asking for all the names, workgroup, and product key etc.  Then when it finially boots up, it has administrator in the username field and all the auto login entries I put in the registry are gone for the new user I created.

Anyone know why it is not working?  I have done sysprep many time before and never had this issue.  Thanks!
