"A Network Cable Is Unplugged" but it's not

I am using Windows XP and I am receiving a blinking error message that says Local Area Connection, A Network Cable is Unplugged.  I have a cable modem plugged into the ethernet port.  The ethernet card came with my motherboard which is an Amptron Socket A M825 series.  I am positive all connections are secure but I cannot get the error message to quit blinking.  My power and cable lights stay lit on my modem but my pc light does nothing and I cannot connect to the internet via cable.  I know this problem can be fixed because someone has fixed it before just several days ago for me.  However, he is not available to come over or to get in contact with.  My question would be, how do I re-establish connection and get the "network cable is unplugged" message to stop constantly blinking?
